(Lacey) FSPCA Preventative Controls for Animal Food (PCQI) Course

This WSDA sponsored class fulfills FDA requirements for FSMA Preventive Control Qualified Individual Training (PCQI) for Animal Food



Where: Thurston County EDC, 4220 6th Ave. Southeast Lacey, WA 98503 (Room 194)



When: April 30-May 1, 2024 (8:00AM-6:00PM both days)



Animal Food Preventive Controls Qualified Individuals (PCQI) Training: Course fee includes participant FSPCA certificate fee, light breakfasts, breaks, refreshments, lunch, participant guide and workbooks. Learn how to write and update an animal food safety plan. This is the standardized curriculum recognized by the US Food and Drug Administration for training individuals to be qualified to oversee the safe manufacture of animal food (PCQI). The course is a prerequisite for inspectors conducting FDA CGMP inspections. Upon completion participants will receive a certificate from the Food Safety Preventive Controls Alliance signed by AAFCO. Participants must be present the entire time to receive a certificate.


Our 2 -Day course lead instructor trained with the FSPCA and holds the FSPCA “Certificate of Training” as Lead Instructor for the FSPCA Preventive Controls for Animal Food course, Craig H. Doan (Cert # e9c754a4) is the Chief Food Scientist with Impact Washington.

What is Included?

This class explains the requirements of the Preventive Controls for Human Food regulation of the Food Safety Modernization Act (FSMA). This rule, which became final in September 2015, requires food facilities to have a food safety plan in place that includes an analysis of hazards and risk-based preventive controls to minimize or prevent the identified hazards. Rules have been issued that will help produce farmers, manufacturers, transportation companies, and food importers to take steps to prevent food safety problems before they occur. This rule states that every human food manufacturer, except for the very smallest, who will have modified requirements, must have a “Preventive Controls Qualified Individual” or PCQI develop and implement your facility’s food safety plan and other key tasks (See 21CFR117.180 (c) (1)).

Implementing SQF Systems - Manufacturing

The first step in achieving and maintaining SQF certification is to understand the SQF Food Safety Code for Manufacturing. This class is designed to fulfill the training requirements to prepare individuals to take the SQF Practitioner test. The SQF Practitioner is responsible for developing, aligning, verifying, maintaining, and otherwise supporting the sites SQF food safety system and its culture of food safety. All SQF certified sites must have at least 2 SQF Practitioners overseeing the SQF Food Safety System. To ensure management commitment and coverage of the entire system many facilities have multiple practitioners contributing to the overall SQF System.


This hands-on workshop uses the official SQF training materials but adds real-life practical advice to fulfill requirements of the code taught by an Official SQF Training Center. With a focus on continuous improvement, practical activities provide attendees the opportunity to align their existing program with the SQF Code and build skills that will enable an environment where food safety is a top priority. Students will get a manual, practice test, and an attendance certificate with the SQF Institute logo, our logo, and license number.


Instructor, Dr. Janna Hamlett has over 20 years of experience in the food industry in a variety of capacities. She has numerous academic and industry certifications and experiences to help food manufacturers succeed.


Who Should Attend



  • This course is recommended for sites seeking certification, maintaining certification, or anyone

  • interested in learning more about the SQF program and certification.

  • Anyone who wants to become a SQF Practitioner.

  • It is highly recommended that prior to attending the course the participant has had previous

  • HACCP training.


Course Objectives



  • Create, improve, or align existing food safety programs to reflect the requirements of the

  • SQF Food Safety Code.

  • Understand the interconnectedness of the SQF programs and how each contribute to an

  • SQF System supported by a culture of food safety.

  • Outline actions to ensure the success of the SQF System.

  • This course is focused on post-farm gate food manufacturing (Food Sector Categories 7-22, 25, & 31-34)
